Hugh was born on May 21, 1936 in Wainwright, AB. His family and him moved to Vancouver, BC until grade three, then they moved to Bentley and farmed west of town.

In 1963 he met his first wife, Elaine Kelly. They married in September, 1965. They lived in Blackfalds, where they purchased an acreage north of the town and stayed there for most of their married lives. They had three daughters, Rhonda, Kathie, and Colleen. In 2004, he lost his first wife Elaine, but was lucky enough to be blessed with another love that he married in 2005. He was blessed with 6 grandsons and 2 granddaughters that were his pride and joy.

He passed away peacefully on October 16, 2016 at home. He was predeceased by his parents Bert and Jane Kelly, a brother-in-law Bill Janssen, brother-in-laws Norm and Lloyd Grover, a grandson Darius Kelly and his first wife, Elaine Kelly and a stepson, Dwayne Ramsey (Theresa).
